Directorate General Budget has entered into three framework contracts (Lots 1, 2 and 3) to assist Directorates General (DG) of the European Commission in the procurement of evaluation services.
The European Policy Evaluation Consortium (EPEC), european economic interest grouping (eeig) has been retained as one of the contractors for all three framework contracts. The scope of the framework contracts is:
- Lot 1 Technical and methodological assistance in the organisation and implementation of evaluation activities.
- Lot 2 Provision of studies of a prospective nature.
- Lot 3 Provision of external evaluation studies of an interim and ex post nature.
The framework contracts enable individual directorates general of the European Commission to negotiate via a swift and simple procedure specific contracts with EPEC for evaluation services.
The procedural arrangements that need to be followed have been defined by DG Budget. Directorates General wishing to receive details of these are able to access them via the Commission’s intranet.
EPEC has put in place quality assurance procedures that will draw upon the resources of the different companies involved in the grouping.

During the period 2002-2006 EPEC held a similar framework contract with DG Budget for:
‘Studies and other supporting services assisting the design and preparation of Community Programmes or policies, their ex ante evaluation and the organising of evaluations activities’.
As a result EPEC has a substantial track record. Thirty five assignments were undertaken within this framework contract. The three participating companies in EPEC also have considerable other relevant experience upon which EPEC can draw.
