Evaluation services for the design, preparation and appraisal of Community Programmes and policies.
Following the Commission’s Communication on evaluation Directorate General Budget has entered into two framework contracts to assist all Directorates of the European Commission in the procurement of evaluation services .
One of these contracts is with the European Policy Evaluation Consortium
(EPEC) eeig. This framework contract enables individual directorates of the European Commission to negotiate via a swift and simple procedure specific contracts with EPEC for evaluation services concerning:
‘Studies and other supporting services assisting the design and preparation of Community Programmes or policies, their ex ante evaluation and the organising of evaluations activities’.
It is envisaged that the services will cover:
- Preliminary analyses to inform the design and definition of Community Programmes and policies including; problem definition, diagnosis of needs, appraisals, feasibility studies, experimental or pilot actions, cost-benefit analysis, foresight and trends studies, risk and impact assessments.
- Assistance to the Commission Services in the preparation, design and conduct of surveys, statistical analysis and other empirical work and methodological support.
- Advice and support for the setting up, programming and managing of evaluation functions.
A range of methods and approaches will be used to deliver these services and to meet the specific needs of the client directorates.
A Work Programme for the Framework Contract has been established in response to the demands of individual directorates.
The administrative arrangements that need to be followed have been defined by DG Budget. Directorates wishing to receive details of these are able to access them via the Commission’s intranet.
EPEC has put in place quality assurance
procedures that will draw upon the resources of the different companies involved in the grouping.
