Legends & Folders: Source Data
The Source Data folder contains the original voter files, all normalized: the Comprehensive Absentee Application List, Daily Absentee List, several Monthly Update Service files, the Permanent Absentee List, the Registered Voter List, and the Voter History List.
Source Data folders have been normalized and cleaned up for typos and errant spaces, and organized by EPEC’s CTO as a service. Full detail is provided in each subscriber directory’s Readme.txt.

CAAL: Comprehensive Absentee Application List of all persons who have applied for absentee (by-mail) ballots in the last 4 years. Also indicates PAL listing.DAL: Daily Absentee List — list of those who have voted early via on-machine or absentee by mail. File Naming Methodology
Inside each Analysis subfolder, files are named to help you find the data you need — use the file names as guidance for the type of absentee-balloting analysis you’re after, aligned to goals like getting out the vote, monitoring balloting, ensuring lawful balloting, or gauging propensity (who has yet to vote).

Example: if the Daily Absentee List shows an inactive voter receiving or approved for an absentee ballot, check with the General Registrar. Virginia statute prohibits absentee ballots to inactive voters unless they affirm they are still eligible to vote in that locality.
